Water Resources Engineer IV

Job Description

PRIMARY PURPOSE: To perform technical duties and manage assigned projects within the field of water resources engineering, with particular emphasis on computer modeling, watershed and floodplain management, and related issues for all areas of work as assigned.

REQUIREMENTS OF POSITION:
ESSENTIAL DUTIES AND JOB RESPONSIBILITIES:

1. Serves as a staff specialist/consultant in water resources a, hydraulics, and floodplain management:
a. Solving complex or unusual problems using innovative techniques.
b. Acting as technical advisor to junior professional staff.
c. Serving on multidisciplinary Project Teams as a capable and efficient professional.
2. Performs water resources mathematical modeling (e.g., HEC RAS, HEC HMS, and other hydrologic and hydraulic models) including problem conceptualization, selection of computer models, application of model, and documentation under general supervision of Project Manager (PM).

3. Serves as Project Manager with the following management duties:
a. Works with others to develop detailed work plans consisting of quality criteria, manpower budgets, and schedules.
b. Responsible for communications with client, outside consultants, and in house personnel. Conducts project meetings and documents outcomes and action items. Attends and conducts presentations to clients and outside agencies.
c. Monitors project progress, anticipates roadblocks, solves problems, and resolves conflicts within with Project Team. Motivates Project Team and promotes team unity. Submits weekly resources requirements by COB Thursday.
d. Works with other Project Managers to accommodate changes and adjustments in individual project budget or schedule requirements and overall corporate schedule and personnel assignment conflicts.
e. Reviews reports, drawings, computations, model results, and other project documents for technical accuracy, quality, general conformance to project criteria and FTN standards.
f. Prepares project final reports and close out packages. Reports project performance and problems and evaluates project performance of individual staff members. Schedules and conducts post project evaluation.
g. Responsible for monthly invoicing and progress reports. Follows up on delinquent accounts.
4. Responsible for marketing water resources and floodplain management projects in LA:
a. Meets clients and determines their needs.
b. Develops and implements a marketing plan.
c. Makes presentations to clients.
d. Maintains good relationships with clients after projects are finished to identify and market future work for the client.
5. Develops, with the aid of others, detailed proposals consisting of technical approach, work plan, schedules, manpower budgets, qualifications, and quality criteria within assigned budgets and schedules. Proposals must meet FTN standards for quality and presentation (includes writing skills).
6. Communicates project and company related information to clients and in-house personnel:
a. Writes letters, memos, technical reports, and summaries.
b. Orally communicates project findings in meetings.
c. Presentations in-house and at technical and civic functions.
7. Efficient time management to achieve allocated share of FTN goals for utilization rate and billable hours.
8. Follows company policies and protocols including but not limited to safety, QAQC, and contractual terms.
9. Participates in Company planning and management by attending Corporate Planning meetings, by completing special assignments and by recommending changes/ improvements to FTN's operations.
10. Supervises assigned technical staff including:
a. Career planning and technical development.
b. Performance evaluations.

Basic Qualifications

Requires technical competence in the fields of water resources, hydrologic, and hydraulic engineering; ability to function independently.

Must have a minimum of a Bachelor of Science degree in water resources or civil engineering from an ABET accredited four-year college or university with 8 to 12 years of relevant experience; or Master of Science degree in civil engineering from an ABET accredited four-year college or university with 7 to 10 years of relevant experience.

Must have advanced knowledge in hydraulics (multi-dimensional unsteady flow), computer modeling, and floodplain management, usually obtainable through a combination of experience and continuing education is required.

Must be a registered professional engineer in the state of Louisiana or have the ability to acquire registration within 3 months of employment.

Must have effective communication skills.

Must have at least basic management skills.

Valid driver’s license with acceptable driving record.
